Is this a fair enough amount?

My husband is on call 24/7 and only makes 9/hr. He is a shop hand and painter at an offshore place. That seems a little unfair, but maybe I just don't know. We live in south Louisiana and minimum wage is like 7.50. I just need an opinion.
