When should I sand a wall before painting?

I've painted a lot of walls in my life, and repaired quite a few. This might sound dumb, but I've never heard of sanding-down a wall before, but a painter buddy told me he does this often. In what circumstances does someone sand down an entire wall with a pole sander?
