Is it illegal for my management to charge me for something I didn't do?

I live in an apartment, that of which I rent. The manager of the apartment is charging all 3 of us in the apartment complex 599 dollars MORE for someone dumping a bed by the trash can. There use to be 4 tenants in the apartment complex, but one moved, and left a lot of stuff behind, so I was thinking that maybe they left their bed and the painters in their house moved it out. But no, all 3 of us are getting charged FIVE-HUNDRED-AND NINTY NINE dollars more! what the heck!? There must be some sort of law.! I can barely afford my rent and I barely eat cause I can't even feed myself.! and then this? This is insane!
